The coldest climate on earth is located in Antarctica. With the lowest temperature ever recorded being -89.6 C at Vostok Station. It is also extremely dry, with only 166 mm of precipitation per year (aeverage). Ice can last for a long time and weather fronts rarely penetrate deep into the Antartic continent.
